how to install body to bumper seal on 63 Comet

Got new weatherstrips & seals for my 63 Comet.
How does the body to rear bumper seal get installed. I see the strip on metal on the rear body but don't know if the seal "Flap" goes up or down on the strip.
It came with the staples but how do you install them on a new seal. Would it be better to use 3M glue to attach it

in top pic it is upside down. turn it over & the groove that is on top now goes on the flange of the car.
