Someone on FB mentioned that a Mustang has something similar to keep the wiring harness away from the wiper linkage ?!?!?

I could be mistaken, but it seems to me that piece is a hold-down for the wires that run in the channel along the top of the drivers side rocker panel. It screws down to the rear seat riser and is partially covered by the door sill plate.
