I left you a reply on the HAMB, the stainless ring is not screwed on, it may be crimped from the back. I would contact the manufacturer or possibly a speedometer/ gauge repair shop, they might have the answer. As I mentioned the light bulb is the cause of the issue.

Prothane offers the bushings, two sizes of through bolts 1/2” or 7/16” either in red or black color material. They are the same as early Mustang. Wow, that filter does not look good. Cleaning the tank is a must, I would purge the lines also. You supplied the make of car but you did not include what engine the car came with from the factory. ( six cylinder or V 8). I took a quick look at some of the pictures, saw some holes and patches in the floor.
