I took a quick look at some of the pictures, saw some holes and patches in the floor.
It says the engine has been replaced but did not say if it was a newer 289 or a 5 bolt unit.

You definitely need to determine if it is fuel or an ignition issue, otherwise you are shooting at a moving target. Rig up a fuel line to a gas can or similar and bypass the stock tank and lines. ( could be a rubber line collapsing) I am not familiar with MSD systems, maybe someone else can jump in ...
