repop steering wheel not fitting and horn doesn;t work

i have a re-pop steering wheel for my 63 with a generator,i wind up with a gap on the column,tried to pull up column but to no advail.it seems if the hole on the steering was a hair bigger it would slide down further. has anybody ever have to have their's machined to fit ? on the horn,is it correct to have 2 horn contacts ? one next to the indicator switch and one that goes threw the steering wheel.i have power to everything.when i put on the horn ring and push down to turn it i will get a little beep from the top of the threaded shaft where the nut tightens down touching the back of the alumin horn but then doesn;t work once the ring is on and the pressure is off the middle. is it grounding out ? i hope this makes sense to someone cause i;m at wits end. thank you to anyone who can help
