1964 windshield washers?

I am trying to get modified collector plates for my car here in B.C. It needs to go through an inspection. Did the 1964 come stock with windshield washers?

Mine had them, but they may have been an option?

I'd rather do it myself if it's done right or not,,,isn't that what hotrodding is all about
