Steering Column Problem

I have a problem I can't figure out. I have a 1964 Comet 202 200ci with automatic transmission. Here is my problem. I can grab the column handle and move it back and forth without any problem. It will do it with it the engine running or off. I know this is not right. I have no idea what's going on with this problem. Could it be the neutral safety switch?
